A表/B表、USCIS用表与倒退总览

表A决定“能不能最终分到号码并完成裁决”，表B决定“能不能先进入递件或文件准备窗口”。但境内调整身份申请人不能只看国务院的两张表，还要看美国公民及移民服务局当月到底允许使用哪一张。排期倒退则是另外一个层面：你原本以为快到了，后来切线往回退了。[1][2][3]

流程 / 机制
表A
表A是最终动作线。对领馆程序来说，它关系到能否真正分配移民签证号码；对境内调整身份来说，它关系到案件能否走到最终批准。[4]
表B
表B是较早的递件 / 文件准备线。领馆端主要看能否进入国家签证中心的材料准备窗口；境内端只有在美国公民及移民服务局当月明确允许时，才可以据此递交I-485。[5][6]
USCIS当月用表
国务院每月发两张表，不等于境内递件人自动拥有两种选择。美国公民及移民服务局会单独发布当月用表规则。2026年4月，其公开页面要求申请人使用表A。[7]
排期倒退
倒退就是截止日往回走，甚至类别临时变成不可用。它常见于财年后段、需求突然增大、退回号码减少、或某类用量逼近年度上限时。[8][9]
风险与后果
- 把表B当成最终批准线
- 只看国务院公告，不看美国公民及移民服务局当月用表
- 以为案件一旦递进系统，就不再受倒退影响
- 不区分领馆程序和境内递件窗口
